Haly's Circus: New York City!
It's a quick stop between Metropolis and Gotham City. New York is what John Grayson calls a Red Pin town - big shows, and dangerous tricks, but it's smaller than Metropolis and is a warm up for the big shows in Gotham.
Dick waited until the punters were beginning to show up then grabbed a moment between rehearsals to run into the bar and collect his friends. So many people had said they hadn't been to a circus in too long, and that had to be fixed.
Also, he feels that if having access to a magic bar is going to do something, it might as well bring an audience to the circus.

Re: Before the performance
Maybe not in cereal, but that is not being served here.
"You will need to ask for it without whipped cream. That is cold. And not cooked. But powdered sugar is okay."
Re: Before the performance
You say that now...
Aang reaches into the pocket of his blue jeans and retrieves some of the money that Bar had given him. Paper money is kind of weird, but wow is it a lot lighter than the coins back home.
"Okay, if I bought one of those how much of this do I give him? OOooh can we haggle? I'm great at haggling!"
Re: Before the performance
She'll help him sort out the indicated payment, regardless.
It only seems fair.

"Sometimes."

"You can still try. Here."
Beat.
"If you want."
Re: Before the performance
What follows is hands down, bar none, some of the worst attempts at haggling ever. Even if Aang could remember the names of the coins he's attempting to barter with, or their relative worth to one another, it would probably not have gone well.
Eventually the Carnie has had enough of this strange Asian kid's attempts and reaches across the divide to take the amount of money in question and all but shoves the waffle back at him.
Aang? Is still all smiles when he returns to X.
